After the fall of the Soviet Union in 1991 some of the new independent states which are predominantly Turkic-speaking, came together to begun to form diplomatic relations with each other. In particular, Turkic-speaking countries seeking historical identity, the limits that had been imposed in the former Soviet Union, for all its previous literature, found that countries that were once under board the “Turcoman (Turkmen)” rulers were. Including the relations between the Republics of Armenia and Turkmenistan was created with the target.
